JOB TITLE: RREDCO Benefits Specialist

DEPARTMENT: RREDCO

REPORTS TO: Project Manager

SALARY: Grade 11

Range Start $22.67/hourly

Range End $34.01/hourly

CLASSIFICATION: Non-exempt

SUPERVISES: None

JOB SUMMARY: This team member is responsible for administration of team member benefits, insurance, and risk management programs while also developing and maintain programs for team member trainings, safety, health, and provides support in the strategic use of Human Resources

ESSENTIAL DUTIES AND RESPONSIBILITIES

The essential duties and responsibilities outlined here are representative of those that must be met by the team member to successfully perform the essential functions of this position, however, are not all inclusive:

  • Calculate funding amounts for Medical, Dental, and Vision self-insured and commercial plans. Works with carrier representative to resolve administrative and subscriber problems. Record, input, track and audit employee share of cost for dependent coverage on all health insurance plans
  • Responsible for the administration and day to day operations of the RREDCO’s Flexible Spending Account (FSA), Supplemental insurance, Employee Assistance Program and Legal Shield benefits including recording, inputting, tracking and auditing premium cost to the team member
  • Administers the COBRA continuation coverage program. Receives and processes COBRA continues payments, reports new enrollees, continues and terminations; audits for accuracy and compliance
  • Responsible for conducting new team member benefit orientation. Responsible for keeping orientation material current and effective on-going communication with team members
  • Receives, tracks, and updates payroll concerning garnishments
  • Receives, tracks, and updates payroll concerning 401(k) loans, hardships, and distributions
  • Researches, performs analysis and develops alternatives or solutions to meet management request
  • Implements changes and enrollments concerning team member benefits and retirement plan in payroll
  • Prepares monthly reports related to wage and benefit activity to the RREDCO Controller, including statistical, demographic and ratio analysis as needed
  • Communicates important dates in regards to group health benefits such as open enrollment and scheduled meetings
  • Perform analytical and statistical analysis and develop reports for the RREDCO Controller and RREDCO President on current workforce and benefit operations
  • Monitors team member workforce as it relates to the rules of the Affordable Care Act (ACA). Ensures payroll system produces accurate 1095-C and 1094-C team member and transmittal forms
  • Prepares team member reports for internal and external distribution
  • Assists in conducting training programs, seminars, and conferences for all team members
  • Assists in payroll support functions as a backup
  • Assists in the coordination of team member reward events
  • Performs all duties in a manner that continually supports the vision, mission, values, and principles of the Redding Rancheria Economic Development Corporation
  • Performs all duties in a manner that adheres to the guest service standards established by RREDCO’s management
  • Other duties as assigned by the Project Manager and/or RREDCO President

EDUCATION REQUIREMENTS

  • A High School diploma, or the equivalent thereof, is required
  • A Associate’s Degree in business administration, or a related field, is preferred

EXPERIENCE AND KNOWLEDGE REQUIREMENTS

The experience and knowledge requirements outlined here are representative of the minimum that must be met by the team member to successfully perform the essential functions of this position; however, higher levels of experience and knowledge than required may be reflected during the recruitment process:

  • A minimum of three (3) year of human resources experience is preferred
  • A thorough knowledge of laws affecting human resources administration is preferred
  • A strong combination of written and verbal communication skills to write, read, and comprehend written correspondence, concurrent with the ability to effectively communicate with guests and team members of the organization is required
  • Experience with all functions of a professional office, involving clerical and administrative performance in an atmosphere where priorities and deadlines may change frequently is required
  • Strong computer skills, concurrent with demonstrated knowledge of Microsoft Office applications and online accounting systems is required

  • Continuously sits
  • Frequently reaches above/below shoulder level
  • Occasionally stands, walks, bends/stoops, climbs, kneels, squats and crawls
  • Frequently lifts/carries up to ten (10) pounds is required
  • Occasionally lifts/carries up to fifty (50) pounds is required
  • Occasionally Pushes/pulls up to seventy five (75) pounds is required
