The Director of Human Resources is accountable for operations oversight of the organizations human resources department. This position organizes, manages and executes all aspects of the benefits, wage, and salary, compensation, employment, recruitment, and employee relation functions. The position also provides input into organization policies and procedures for employee related needs as well as adherence to regulatory requirements. Qualifications
- Bachelor Degree is required.
- Five (5) years experience minimum in Healthcare.
- Knowledge of Business Management, Equal Employment Opportunity Commission, Wage and Hour Administration, American Disabilities Act, Health Insurance, and Workers Compensation Law.
- Skilled in mediation, counseling, and computer operation.
- Ability to speak clearly, write clearly and legibly, understand the written and spoken English language.
POSITION STANDARDS:
- Manages and directs the Department's administrative and financial functions according to established procedures.
- Work with hospital’s Senior Management Team (SMT) to provide input on issues related to the operational needs for attracting and motivating a dynamic, diverse and competent work force.
- Operational responsibilities include the development, implementation, and oversight of new employee recruitment and orientation.
- Maintain open lines of communication and guide department Directors and Managers on adhering to employee policies.
- Controls overtime.
- Facilitate the development of programs and solutions to help support and respond to business needs related to Human Resources.
- Analyzes employee data metrics (turnover, exit interviews, etc.).
- Ensures department(s) meet requirements of JCAHO standards to include area(s) of responsibility and those of staff.
- Establishes and maintains Departmental policies and procedures with requirements of accreditation and regulatory agencies.
- Support orientation of new employees.
- Makes routine employment decisions and reviews performance of the professional and technical staff.
- Completes evaluations by the due date. Reviews evaluation with employees in department and establishes measurable goals for the next year.
- Follow proper management procedures in counseling and terminations ensuring compliance with applicable ADA and EEOC guidelines.
- Initiates corrective action for excessive absenteeism, tardiness or other disciplinary problems. Conducts counseling sessions on a timely basis and in a private confidential manner, involving only those persons who need to be involved. Follow established steps and guidelines for counseling, using appropriate forms; forwards copies of completed form to be placed to personnel file.
- Work with leadership to design effective compensation and benefits plans.
DEPARTMENTAL OR UNIT SPECIFIC:
- Evaluates trends in areas of Human Resources and makes recommendations to hospital Administration as appropriate.
- Maintains professional and business relationships with Human Resources Directors locally, regionally, and nationally. Participates in professional associations.
- Maintains community relations by attending club and organizational meetings.
- Develops and administers employee benefit plans to include time off, FMLA, worker's compensation insurance, health insurance, long term disability insurance, life insurance, COBRA, 125 plan, compensation, tuition reimbursement, continuing education, service awards, tax-sheltered annuities, retirement, etc. Evaluates programs regularly and recommends changes appropriate.
- Oversees wage and salary program taking into account survey and market data and in-house equity. Evaluates structure annually to maintain competitiveness.
- Coordinates hospital recruitment efforts to ensure adequate staffing by qualified employees in all areas. Ensures that the appropriate pre-employment requirements are met for all staff hired. Oversees recruitment strategies to include advertisements, recruiter approval, bonus administration, relocation, career fairs, scholarship programs, etc.
- Ensures job descriptions and evaluations are maintained for all positions in the hospital. Reviews and revises as requested or as necessary.
- Develops and administers policies and procedures for Human Resources that comply with state and federal guidelines. Acts as a resource for interpretation of policy for all levels of staff. Also acts as employee advocate.
- Reports annually to the Board of Directors regarding employee competency, staffing, and recruitment efforts.
- Ensures compliance with Texas Employment Commission, Equal Employment Opportunity Commission, Human Rights Commission, and other governmental agencies. Responds to requests for information as necessary.
- Coordinates and participates in hospital orientation program that provides all employees with information needed to perform their jobs as required by JCAHO, OSHA, and hospital policy.
- Ensures compliance for the Human Resources functions for JCAHO, CARF, Medicare, and any other governmental agency surveys.
- Participates on hospital committees as necessary. This will include Quality Assurance/Infection control/Safety committee and personnel Committee for Board of Directors.
- Attends the Board of Directors meetings as requested.
- Participates in department Quality Improvement Plan.
