Duties and Responsibilities:

A. Equal Employment Opportunity/Affirmative Action (EEO/AA) Program


  • Serve as campus EEO/AA Coordinator
  • Review advertisements and sign off as EEO/AA Coordinator and determine when advertisements should be extended.
  • Review and approve composition of selection committees to ensure that committees are balanced with consideration given to gender, ethnicity, and age factors. Advises administrators to make changes as necessary.
  • Review applications and determine sufficiency of applicant pool.
  • Review and approve screening and rating procedures to select candidates for interview. Review and approve the interview questions and rating procedure used to assess the candidates.
  • Review the determinations and recommendations made by the Screening Committee prior to the scheduling of interviews.
  • Sit in on interviews on a spot-check basis.
  • Consult with the Administrators regarding the Screening Committee recommendations, administrative interview, and selection plans.
  • Review the hiring recommendation. Resolve any discrepancies or problems before signing the EEO form.
  • Develop EEO and AA plans, policies, and procedures. Analyze statistical data and write the campus’ Affirmative Action Plan (AAP).
  • Responsible for receiving discrimination complaints involving employees or applicants who believe they have been a victim of unlawful discrimination. Counsels complainant about other avenues for pursing the complaint.
  • Hear grievances and complaints relating to but not limited to sexual harassment, race, age, and disability. Serve as fact finder when appointed by the Chancellor. Serve as investigator for other colleges as assigned by Chancellor.
  • Interview complainant, respondent, and other individuals, working with the unions, and attorneys, and making recommendations to the Chancellor or designee not only in terms of finding, but recommending disciplinary actions or make whole remedies.
  • Serve as campus liaison for internal University EEO procedures and with federal, state agencies in responding to requests for information during audits, distributing information, and compiling information/statistical material when complaints are filed.
  • Train faculty and staff in recruitment and selection policies and procedures, and other areas relating to EEO/AA.
  • Certify that all selections are in conformance with personnel policies, procedures, EEO/AA requirements and collective bargaining contracts.
  • Keep abreast of numerous and constantly changing federal and state EEO/AA rules and regulations. Keep abreast with best practices in investigating discrimination complaints.
B. Recruitment/Selection/Appointment
  • Review all requests to fill vacant positions, determine appropriateness, and approve accordingly.
  • Review all recruitment notices for conformance with policies, procedures, collective bargaining agreements, EEO/A plans, class specifications, position descriptions, and prescribed minimum qualification requirements.
  • Coordinate the interviewing committees and filling of all vacant positions.
  • Review and advise Chancellor for final approval on all selection and salary recommendations for faculty and APT appointments, and resolve any discrepancies with the Dean or Directors.
  • Review and recommend for approval all appointments of overloads, lecturers, casual and community hires.
  • Responsible for ALL Faculty, APT, & Lecturer personnel actions in PeopleSoft. Responsible for auditing and 5th and final level of approval.
C. Classification and Pay Administration
  • Review all position descriptions and recommend classification actions.
  • Review all position action requests and recommend approval/disapproval to the chancellor.
  • Advise administrators and employees in the fundamentals of classification and assist in the writing and review of position descriptions.
  • Conduct classification analyses of all position descriptions submitted to ensure appropriateness of request in relation to organizational structure.
  • Review all reorganization proposals for classification and staffing impact.
  • Administer Board and Executive policies, administrative procedures and collective bargaining agreements relative to salary placement and adjustment recommendations from campus administrators.
  • Recommend to the Chancellor approval/disapproval with appropriate analyses all requests for salary placement and/or salary adjustment.
D. Personnel Management Policies and Procedures and Management Analyses and Special Projects
  • Recommend to the Chancellor new or revised campus policies. Develop and monitor campus procedures and guidelines as it relates to Human Resources.
  • Access and coordinate BrioQuery (or other database programs), download information to Excel (or other database programs) for administration upon request.
  • Serve as a liaison with system level Human Resources Management Office.
  • Assist the Vice Chancellor for Administrative Affairs and/or the Chancellor in special projects with campus wide personnel impact. This could include conducting studies related to faculty equity or faculty equity market retention.
  • Conduct appropriate ad hoc analytical studies for problem resolution, for anticipatory purposes, for legislative and community concerns and for long- and short-range planning.
E. Training and Faculty/Staff Development
  • Review out-service training requests for completeness and appropriateness for Chancellor approvals.
  • Develop, promote, conduct, and coordinate in-service faculty/staff development seminars and workshops. Serve as a permanent member of the college Staff Development Committee.
  • Develop and implement new employee orientation programs, promoting quality of service.
F. Worker’s Compensation/Temporary Disability Insurance
  • Responsible for receiving all workers’ compensation and temporary disability insurance claims.
  • Review claims for timeliness and completeness before transmission to WC Claims Adjustor and UH Risk Management.
  • Determine compensability for all claims from the Temporary Disability Benefits (TDB) program.
G. Labor Relations
  • Advise managerial and supervisory personnel of personnel-related policies, statutes, rules, regulations, procedures, contract provisions, interpretations, violations, etc.
  • Investigate potential violations and make recommendations for resolutions or work with unions and their representatives in resolving problems.
  • Serve as the Chancellor’s designee in hearing grievances as assigned.
  • Train administrators and supervisors on pertinent contract administration matters.
  • Strive to prevent grievances through effective communication and training.
H. Organizational Management and Employment Services
  • Provide advice and counsel to program managers contemplating reorganizations; review all proposed changes and make recommendations to the Chancellor and/or Deans and Directors.
  • Advice faculty and staff of immigration matters; keep abreast of changing rules and regulations governing immigration.
  • Control position inventory control system.
  • Review all requests for position allocation/variance and recommend appropriate action.
  • Responsible for records management function, employee benefits program. And employment document processing functions. Serve as Custodian of records for all Faculty, APT, Lecturer, and Casual employees.
  • Responsible for the maintenance and accounting of vacation and sick leave records for both accumulating and non-accumulating employees.
  • Respond to general and specific employment inquiries.
  • Assist Program Managers with the transactions in the APT Broadband Classification and Compensation Plan such as redescriptions, rebanding & and administrative review of Bands A&B, Make recommendations to the Chancellor.
  • Serve as a campus Deputy Title IX Coordinator
  • Serve as a member of the Campus Crisis Management Team (CCMT)
  • Responsible for the completion of the Human Resources Unit Review, assessment plan and assessment activity.
  • Supervise the preparation of WC and TDB claim forms and other reports.
  • Interpret collective bargaining contract provisions, University personnel policies, rules, and regulations; investigate, analyze and recommend solutions and/or alternatives in personnel matters involving controversy.
  • Other duties as assigned.

Minimum Qualifications:
  • Possession of a baccalaureate degree in Human Resources Management, Personnel Administration, Business or Public Administration or related field and 5 year(s) of progressively responsible professional experience with responsibilities for human resources administration; or equivalent education/training or experience.
  • Considerable working knowledge of principles, practices and techniques in the area of human resource management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations, and theories and systems associated with human resource management.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Desirable Qualification:
  • Progressively responsible professional experience in human resources in an institution of higher education.
  • Knowledge of the laws, rules, regulations, and administrative procedures pertinent to higher education in the State of Hawaii.
  • Demonstrated commitment and/or experience promoting equity and a diverse workforce/academic environment.
  • Demonstrated commitment and/or experience supporting the success of students.
