The Senior Planner Performs professional senior-level planning duties in accordance with the Town’s comprehensive plan, land use code, and zoning ordinances. The Senior Planner also directs and mentors junior planning staff members. Work is often project oriented involving full scope of activities and accountability from planning, initiation, execution and coordination to implementation and evaluation. This role provides excellent customer service to internal and external customers on a daily basis.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews and evaluates major, complex project proposals including ensuring compliance with applicable regulations, policies and guidelines.
  • Oversees advanced planning revisions to the Comprehensive Plan, Land Use Code, Zoning Map and other ordinances.
  • Coordinates multi-department, Planning Commission, and Town Council review processes.
  • Oversees and reviews land use applications, including but not limited to comprehensive plan amendments, zone changes, subdivisions, site plans, conditional uses, and all other land use applications.
  • Oversees the enforcement of the Town's zoning code, sign code, subdivision standards, and other planning related ordinances.
  • Prepares and reviews staff reports and makes recommendations to the Town Planning Commission, Town Council, and Board of Adjustments or other pertinent review boards or commissions.
  • Coordinates with project applicants and mediates conflicts, reviews documents, agreements, and monitors project implementation with approved proposals.
  • Acts as liaison with the public, developers, Town departments, and the Council and Planning Commission regarding land use issues, regulations and the development review process.
  • Answers questions and provides information to the public on planning and zoning matters.
  • Assists with annual Community Development departmental budget preparation.
  • Assists with Planning Commission member recommendations and appointments.
  • Directs and mentors junior planning staff members.
  • Assists Building, Engineering, Public Works, and Police Departments with planning related matters.
  • Perform other duties as assigned.

QUALIFICATIONS:

  • Knowledge of personal computers - Proficient in use of personal computers and related software applications specifically: Microsoft Office, Word, Excel and Outlook
  • Excellent communication (both verbal and written)
  • Excellent customer service skills
  • Demonstrated analytical and organizational skills
  • Knowledge of business terminology, spelling, and punctuation
  • Ability to establish and maintain effective working relationships with diverse groups of individuals including supervisors, co-workers, boards, commissions, and the public
  • Ability to work independently or in a team environment as needed
  • Skilled in performing basic mathematical calculations
  • Ability to multi-task many variable duties and responsibilities
  • Skilled in handling frequent interruptions and exercise critical judgment
  • Ability to maintain professionalism in various situations
  • Ability to read, understand and interpret manuals, ordinances, written policies and procedures, statutes, rules, regulations, memos, letters, reports, and legal documents. As well as the ability to read maps
  • GIS knowledge a bonus, but not required

EDUCATION AND EXPERIENCE:

  • Bachelor’s or Master’s degree in Planning, Architecture, Landscape Architecture, Public Administration, Engineering or other professionally related appropriate field
  • This position also requires at least four years’ experience in a planning related position with a local government
